Uplifting the poor and integrating them into the mainstream is a recurrent theme of India's Five Year Plans. Universal access to education is enshrined in the Constitution. India has established a wide array of anti-poverty programs and much of India's thinking on poverty has been mainstreamed internationally. India has successfully eliminated famines and severe epidemics and now still fighting with its poverty. Now we will mention the three main causes of poverty in India. Causes of Poverty: - 1) It is very hard to get a job for a person who doesnft have skills and enough education. In the rural areas most of the people donft have chances for gaining a sound education and skills in other words opportunities are very less and they lack behind. So for in rural areas most of the population has less chances to come over the poverty line because of the lack of opportunities and cant receive the services provided by government. 2) Caste System is also one of the major reasons of poverty in India. Though Government has introduced so many laws to protect people of schedule cast and given lot of opportunities for education and job by creating quota system for them but still cast system was not abolished fully and especially in rural areas it is still very strong. Under the caste system the lower caste people are basically excluded from society so they live in very remote areas of the country and resulting in that they cant not participate effectively in the markets and take advantages of the services. 3) Poor governance and corruption also leads India to the dark path of poverty. Assistance provided by a government or any other organization for ex. WHO or World Bank doesnft reach the poor people effectively more than half of the amount goes to the pocket of different officials or some politicians. Most of the aid provided doesnft reach the people effectively. Corruption has gone up to such a level that to even get a license officials take bribe. India is still fighting with its poverty but it needs more planning and efforts. Though the GDP growth is showing good signs but still in rural areas the poverty is stagnant. According to us firstly Government should come up with new plans and programs like effective and free education system in rural areas to the poor people so they can get sound education or some kind of special training program so that they can gain skills and get job easily in the market. Secondly more effective laws and programs should be introduced to promote low caste people. Government should concentrate more on welfare of poor and especially low caste people and get them new opportunities so that they can make out there living. Thirdly Effective decentralization and greater deregulation would help to reduce corruption, a mounting concern of Central and state governments, as would improving public administration and procedures. The legal system would benefit from a reduction in delays and disincentives to frivolous litigation and appeals, which would make legal remedies more accessible to the poor and help reduce the non-performing assets that burden the financial system and drive up borrowing costs.

Lack of networking for poverty eradication purposes between government and other main players 3. Insufficient funding for upland agriculrutal purposes. Thoughts on how to address these issues. The key issue is not allocating more funding for poverty reduction, but is instead making more efficient and effective use of available funding. This can be achieved through a number of measures. First, available poverty reduction funding should be targeted to all poor townships. Second, financial monitoring and supervision of the use of poverty reduction funds must be greatly strengthened. Third, the effectiveness of funding to increase the productivity of upland agriculture (where the majority of China's poor attempt to eke out subsistence levels of production) could be greatly enhanced through (a) adopting a multi-year "project-based" approach with greater community participation in design and implementation, (b) developing appropriate applied agricultural technologies, and (c) completing realistic assessments of the market prospects for a wide array of niche crops which are now being planted extensively in China's upland areas. Fourth, greater efforts must be made to provide the poor with improved access to basic education, health, credit, water supply, and roads and other basic infrastructure. Fifth, local government should instead focus on providing an enabling environment for rural enterprise development. Finally, forging stronger links with other government, academic and civic organizations, could enhance China?fs poverty reduction work. The next generation of poverty work could include contracting the implementation of some small projects to grass roots and civic organizations, which might enable the poverty program to try new and innovative approaches, and improve its outreach.

Since i have read through the matters of poverty in two countries of Lao PDR and Thailand. I found that there are many fields or factors similarly. A. In Laos The poverty rate is high and individual income annully is only US$200. And the economic of the country is dependent on the foreign aid each year. Its economy is upon the agricultural activities and electricity, in some areas of country, the traditional practices like slash and burn cultivation is still operated. This causes the environmental destructions as well. Its exportation is based on the electricity, wood (timbers) and others while the importation covers more than 50% and main imporation stuff are fuel, gas, electrical appliances, investment goods, machinery, eqippments, raw materials for garment industry. Other problems of Lao economic development are: a. Narrow export base dependent on low value-added agricultural exports b. The predominance of informal cross-border trade which makes it difficult to identify the actual trade performance and the loss of tax revenue from this activity. c. Lack of competitiveness of Laos'products in foreign markets, due to low quality standard. d. Lack of sales promotion and incentives of export. e. Ineffective law enforcement as a result of an underdeveloped legal framework. B. In Thailand Thailand finds itself that poverty is reemering as one of the nation's serious problems. Until the onset of the crisis in 1997. High economic growth rate has pulled poverty down from 32.6% of population in 1988 to merely 11.6% in 1996. However, the main cuases of poverty are mainly from economic development, lack of technology, lack of human resource development and others factors including state policy on national economic development. The two countries have some similar problems like inequality between men and women. Unfortunately, these issues can't be described in detail, I will dicuss with you and other classmates for more understanding on poverty and state policy. Happy New Year!! I am a Webmaster of the eComLink. I had a happy X'mass holiday when the eComLink site enjoyed an increasing number of access. But I had a big trouble in my Internet connection on 29th of December. Suddenly the DSL connection was disconnected and nobody was available in my DSL provider for technical support because of the year-end. Finally on January 5th an engineer came to diagnose the problem and found a short circuit in the DSL connection. I think there were many persons who tried to access eComLink during the New Year holidays. I have to apologize for the problem and I learned a lesson that we should have chosen a provider which provides tech support 24 hours all year round. I hope this year will be a good starting point for eComLink.

We are extremely happy to join ECOMLINK and very much willing to contribute to the development of local economic and social entrepreneurs. We have already registered our organisation through "Development Partners" page on eComerce Link. As is mentioned in ECOMLINK homepage, we also strongly feel that IT technology has a great potential to enhance community-based developmental activities, particularly in health sector, since lack of access to information on primary health care or reproductive health has been the most serious obstacle to community empowerment efforts that we have been promoting for the last sixteen years. IT technology will greatly reduce the cost for sharing information between health service providers such as AMDA International and the communities they serve. In this context, we are determined to support your initiative to eliminate "Digital Divide" throughout the world. We are willing to host ECOMLINK Web on our website. I think empowering of communities will be more important to achieve the real fruit of globalization. Communities can gain knowledge, infomration, and learn from other communities' experiences on good initiatives through the Internet regardless of their country borders, whereby they can make themselves ready for the pressure of globalization. Rationale for Internet Caf$B!&(Bbr>Internet access is scarce and expensive in Kabul. Many women$BCT(B groups need this form of communication to work more efficiently, to access donors and funding opportunities, and to share experiences with other organizations. Women for Women International - Afghanistan would like to use part of its office space as an Internet Caf$B!&!&(Boffering reduced access for Afghan women$BCT(B groups ($2 per hour) and paid access ($4 per hour) for other customers. In so doing, the Internet Caf$B!&(Bcan provide access for those who need it most and can still generate revenue to achieve sustainability. The Caf$B!&(Bwill be run by women, and serve as a training room for computer skills and Internet literacy trainings. The proceeds ($2 per hour) raised from Afghan women$BCT(B groups will help fund other activities for Afghan women, including social services for the poorest Afghan women (e.g. widows, prisoners, etc.).

Women for Women International - Afghanistan would like to receive a grant of $26,240 (see table below for breakdown) to bring the Caf$B!&(Bto fruition and to pay for its first year of operation.
